Because these notes only circulated within the German Army (Wehrmacht) in occupied territories between 1942 and 1944. Most were destroyed after being withdrawn.
Secondly, while the denomination is 2 Reichsmark the actual value at the time was 20 Reichsmark (don't ask me why, it was some scheme within the Wehrmacht and the Finance Ministery). A common soldier (Private) in the Wehrmacht had a pay of 50 Pfennig per day. So, this note was pretty valueable.
