If so then search for a set from there with that year,
to maybe see what an official set looks like.
Agreed that no official set would use tape to seal the coins in.
That's not a tape. The plastic is very similar to that of Canadian sets from 1960s. The thing on the lower part that you might have thought to be a tape is just the folded foil.

The coins are not of the same year. This would have been impossible, because no single year had all denominations issued. Which however is normal, because many countries issue official sets with coins of different years. Best example is Estonia, but there are many more.
I'll give a list of years of each denomination:
10 centavo 1960
20 centavo 1961
50 centavo 1957
1 escudo 1962
2.5 escudo 1954
5, 10 and 20 escudo 1960
The set looks quite professional and all coins are UNC, but I also couldn't find any mentions of it anywhere on the internet.
