I’m looking for information about this Russian medal, which I have not been able to precisely identify.

Weight: 120.22 g
Metal: likely bronze (no edge hallmark)
Obverse: Coat of arms of the Russian Federation (double-headed crowned eagle, sceptre and globus cruciger, Saint George slaying the dragon in the central shield).
Reverse: Building with the circular legend in Russian: “СОВЕТ ФЕДЕРАЦИИ ФЕДЕРАЛЬНОГО СОБРАНИЯ РОССИЙСКОЙ ФЕДЕРАЦИИ” (Council of the Federation of the Federal Assembly of the Russian Federation) and the inscription “МОСКВА” (Moscow).
Edge: plain, no hallmark or inscription.
