Are these official sets? (Bahrain 2004 (2002), 2000)

Dear Collectors!

What do you think about this 2004 (coins dated 2002) set?

SCWC (2014 version) does not mention it, but it does seem to be an official issue. Maybe someone knows any information about it?

And a related question, what do you think about this 2000 set? Also no mentions in SCWC (2017)

The sets aren't mine (at least yet), so these are the only pictures I can provide.

The only clue I managed to find is that SCWC does mention the 1992 set, and it does look similar to these two:
