Need help with this quarter

I was going through my change and I found this quarter with an error one it with the ink but I'm not sure. Can someone look at it and see if it is. I compared 2 of the same and it looks like an error. I what is the value of this to. 

Looks like post-mint damage. What you really want to look for is doubling in “LIBERTY”, which is pretty obvious when you see it.

Personally, I've only found it once and it was a pretty well worn example, not worth grading.
