Personally I can agree with Very Fine, though of course this is somewhat subjective and others may have differing opinions. The central portions are clear, but there is extensive wear in the details of the wreaths and around the edges. If it were a U.S coin it would probably be graded F, but international grading standards are often one step higher.
VF but I only from the picture. The inner fields seem to have quite high details and the toning also indicates good surfaces. Maybe it was a crap die or bad adjustment and the actual grade is mich higher and the he missing detail is not abbration.
Looks like a weak struck coin or struck from worn out dies.
