Unusual 20 Roubles Khorezm People's Soviet Republic

I’ve found this coin for sale at auction but I haven't been able to classify it: there’s no trace of the obverse in any catalogue I consulted (Krause, Bitkin); according to zeno.ru I could think about a forgery (https://www.zeno.ru/showphoto.php?photo=67676&cat=7170&ppuser=&sortby=d&way=desc ) but it is certified NGC (I verified the code too) so now I really have no idea…

Bitkin got one page about Khorezm. Клещинов got 80 pages. But I can't get his books this time of year. They are on the wrong side of the border. https://www.staraya-moneta.ru/shop/65/13299/ shows page 16, but 1338 stuff is probably on page 17.
