why isnt the 2025 issue its own banknote?

The banknotes clearly differ from one another besides date, for example the 2025 emission has “1” written in the lower left instead of the eastern arabic numeral for one.

It was probably added in a rush when the note first issued. The reference number is wrong, as Banknote Book (correctly, in my opinion) calls it a new type.

You can create a new page (easiest is to use the duplicate function on the current page) to add the 2025 note. Users can be moved afterwards.
