Unclear issuer: Kokura or Aizu?

The issuer for this item is listed as Aizu Domain but this title suggests Kokura Domain, which were entirely unrelated domains in different parts of Japan. Can anyone explain this discrepancy, or is this an error?

This is part of Hansatsu rearrangement, as I cannot see modification history if they are in Japan section, So I need to move to any of the domain that I am managing.

Actually, the scrip you mentioned is likely not from Kokura/Toyotsu Domain. It is still unclear where it came from. I still cannot find any Hansatsu with similarity.

All Hansatsu without corresponding issuer will be moved to Aizu Domain for the purpose of being easy to find and rearrange.
