Help with coin markings

I am looking for some help with the attached coin. I think it is a Belgium 20 francs ‘Albert Koning Der Belgen’ 1932 however it has those marks on it and have no idea what has caused it. It has been in a tub with a bunch of other coins for years and i've only recently looked it out. Forgive my ignorance and any assistance would be greatly appreciated.

I recall somewhere on some coin, that markings like this were a way of marking their de-monetisation.

Cancellation markings are a possibility, but if they distributed coins in rolls back then, any such coin would go unnoticed. 

 

Also, if this face value could be used in vending machines, then the cancellation would be ineffective. The coin would still go through.

 

That's why cancellations usually give the coin a wavy shape, like a rippled potatoe chip.

 

So I suspect it's just someone who squeezed his coin in some sort of vise. Still, I don't rule out entirely the (more Interesting) possibility it's a cancelled coin.

If it is waffling from coin destruction this coin was speared 90% of the treatment. 

Could it be possible that it was minted with cancelled dies? The patters should go over the whole face then though.

Getting squeezed in a vice would damage the edge  first.
