Italian history question

I have a 1862 coin like this one:

What is the state that issued it?
Kingdom of Italy was born in 1861
Lombardy was ceded to France (Sardinia(Italy basically) in 1859

why not Venice?... because it is Austria, minted probably in Körmöcbánya, Hungary or Vienna proper

In 1859 austria ceded lombardy to france and france to sardinia.
So basically lombardy ceded to exist.
It is only Venice that's still existing in 1862.
It can't be austrian teritory there in 1862.
it can be either italy or venice.

that would not stop Habsburgs to think it is theirs.
