I recently agreed on a swap. My first.
I sent good quality scans of the pieces, obverse & reverse. Mostly silver.
I did not receive scans of the pieces I had requested, all tokens. He was an experienced swapper.
The swap was eventually agreed.
I sent the pieces and they were received. He seemed happy.
I received the pieces from him and I was not happy.
The most important piece for me, was not present.
I received a 1937 French PTT Telephone token instead of the 1947 PTT token agreed in the swap.
He apologised and said that he'd mistakenly put his token in the wrong category in Numista.
The 1937 piece is worth around 10 cents and the 1947 piece is worth around 25 euros to me.
I suggested he search for one on the internet to try and fulfil the contract.
He was unwilling to do so. And suggested I return his pieces.
Why should I bear any cost when he has made the mistake??
The cost of postage for returning his pieces is far greater than the cost to him of returning mine.

It seems like an honest mistake to me, rather than an attempt to rip you off. Quite easily done, I speak from experience My swap partners have been without exception very understanding.
If the token has such a high value then we can safely assume it's quite scarce and maybe the other member simply can't find one to buy for you. Did you tell him the price when you were negotiating the swap? If you didn't give him the full 25 euro in exchange then you can't expect him to cough up for what he probably thought was a 10c coin.
Yes, it would be unreasonable for you to bear the cost of returning the coins for an error which wasn't your fault. Perhaps he would allow you to keep enough of the coins to cover your losses, you can both shakes hands and put it down to experience?

To turn off wanting to swap, go to Settings at top of any page.
Then at the end of that page in 'Personal options' tick the 4th box
'I don't want to exchange at all for the moment.'
