Same problem here in the EU and that makes this more difficult than the coin version.
Does the year have to be on the note or can it also have a year markers like Vietnam the first 2 numbers of the serial are the last 2 numbers of the year or signatures etc. and what is with the depiction of valid notes with relative high quaility scans (should there be a resolution cap ... I made mine 650 pixels long)?

I don't have 21st century banknotes other than the ones in my pocket but when we get to the 90s I can do solo for almost every year for the next 90 years.
As it happens, I also have a Spanish 5-euro from 2013... luckily that's not the only year I have in my collection. Here is one of those almost-UNC notes that you can get from a currency exchange if it is a slow day at the counter and the staff is friendly.

I have very few notes of the same type so yes I'm a type collector and if you're ever need a certain type of banknote just ask so I can swap or sell .

I think it had something to do with it not functioning in vending machines and this is a big no-no in Japan

The same applies in the US. The dates are series dates and NOT printing dates. Once a change occurs (e.g., signatures, etc), a new series date is issued. The date doesn't change for years. For instance, the current $5 note has a Series 2013 date on it. You can find more about it here:

The same with Bank of England too according to my £5 note. In some countries the year/date is the year of the governmental authorization to emit the note.
