I recently had a great collector's exchange with Brazil
There is no problem - just a long time to change, it's time is slower than elsewhere
I received this export certificate:


It is a law and its application in individual states, but most of the state protects the law of historical monuments, as well as numismatic newsletters under 50 years.
The difference is in the application and tolerance of hobby exchanges, do not think the customs service is hardwood and what's in the envelope!
