Worn European copper [gelöst]

Someone on another forum has a coin which he wanted identified, it is about 24.2 mm in diameter, he doesn't have a scale but it's very thin from being worn. I know this is a long shot because of the wear and not so great pics but if anyone recognizes this design it would be greatly appreciated. To me it looks like maybe German states?
