If authentic, I would suggest it's a North African issue -- possibly Carthage or Numidia. I don't know whether Carthage ever issued copper coins before its savage destruction in 146 BCE, but Numidia did strike bronze, including in their period as a Roman "client state". Check also under ancient Mauretania (which doesn't correspond to modern Mauretania).
