Small notes were often issued in times when coinage was scarce, often during times of conflict and war. The notes above are from the USA, China, Hong Kong, Latvia, Russia, Czechoslovakia, Romania, Cuba, Fiji, and Italy; the best one there are the US fractional notes and the Czechoslovak 5 Korun specimen note.
And of course, obligatory French, and French colonial notes:
