Why do you think it is KM#391? The shape of the 生 part of 隆 character is a type A-1.
you are right, I taken reference to the reverse of the coin but now you tell me, character is not equal.

He's talking about the obverse.

The difference between '90 and '91 is the radical "se" (生) in character "long" (隆).
