This looks like an Iranian 1 Rial coin, so they would be using Persian, rather than Arabic-Indic, numerals. 35 would look like ۳٥ and 45 like ۴٥. I think it's the latter.
ps: In Arabic-Indic, 45 would indeed look very different - ٤٥.
I still think it looks like a 4 on that picture, but... it must be a 3 because there is only a single 1 Rial type where they used just 2 digits for the year -- km1157 (https://en.numista.com/catalogue/pieces8356.html), struck (SH13)31-36. This is also the only 1 Rial type from the Shah period that does not have the crown over the denomination.
