Canada 1 Cent Proof Coins

Hello,

I own some silver proof issue sets (years: 1999, 2000, and 2003). 1 Cent coin specifications for this coin list them as Bronze, 2.5g, 19.10mm, Plain edge. These same specifications listed for KM#289a listed here:

The issue is the coin listed as "Specimen sets" which is different from Proof Set (my coins are definetly frosted proof type). Also KM#289a do not list 2003 version.

Can someone help me figure out where these 1 cent proof coins belong and if indeen catalog needs to be modified?
