it is hard to judge the quality on the note in that plastic bag (which is not a proper way of storing a banknote, if you ask me).
It definitely looks circulated. An easy answer would be - it's value is whatever someone is willing to pay for it. To me personally a replacement note has no more value than a regular note. To somebody else it may be quite desirable. I'd suggest to start with sold lots on eBay...
Even if you provided us with the date (1993 P-33 or 2001/2012 P-42) & the condition of the note (VF-UNC), SCWPM gives no Book Value estimates on replacements (nor any info on how to identify such notes) for Croatian 1993 & 2001 Issues.

I believe this one is a P#42 considering there is a small picture of town command in Osijek at bottom left on the front (that P#33 does not have). Also, it is a replacement note because the serial prefix is B and suffix is Z.
The true value is whatever someone is willing to pay for it! Find a buyer and you'll know.
