Why? You withold your evaluation until you're sure the other side leaves you a good mark???
My practice is straightforward: the moment I open the package and see that everything's as agreed - I evaluate the swap.
Strange. I've never experienced this phenomenon to be honest with the people I've swapped with and I've always done the same as you did when I received the coins/banknotes before the person I swapped with did. I wouldn't know why not, as you said, if it's good then it's good and they deserve a good rating!
A couple of times I forgot about ratings and remembered only after my counterparts rated swaps. I think it may be a reason why you have such experience.

I sometimes feel the same and have experienced it but find mostly it is the newer members that do this. Perhaps because they are insecure and can retaliate if you happen to rate them poorly? I almost always rate the swap immediately after receiving the coins unless there is an issue. An honest or minor mistake should not warrant a poor rating and I will give the other member an opportunity to correct the mistake. Fortunately they have always corrected the mistake and I have never had to give anyone a poor rating. The key is timely communication and patience.
I always rate as soon as I get to see the coins and ensure they match the swap as agreed. The only 2 times I didn't it was because there was a problem with the swap and I delayed the rating until things would be clarified with the swap partner. I always notified the swapper of this right away.
I don't know why someone would to this in good faith. If there's a problem with the swap, an attempt to solve the issue should be made prior to rating; at least that's how I see it. :-)
